Why does the RCSBP election have to happen right after the twenty-year letter?
One-way door— Once this passes, it cannot be undone or re-elected.
Reserve Component SBP has its own election window that opens when the twenty-year letter arrives. Reserve retired pay does not begin for years, so this election is made long before there is any pay to protect — and the window does not wait for that.
If you skip it
Let the window pass and a default election applies by operation of law. You will not be asked again, and the coverage you end up with is the one the statute chose, at the cost the statute set.
Why the timing feels wrong, and is not
Active-duty SBP is elected at retirement, when retired pay is about to start. That is intuitive: you are protecting a payment that is about to exist.
Reserve Component SBP is not like that. The twenty-year letter confirms eligibility for non-regular retired pay — but that pay does not begin until a later age. The election window opens at the letter, not at the pay.
So you are being asked to decide about survivor coverage for an income that is years away, at a point in life where the whole subject feels premature. That is precisely why it gets set aside, and precisely why the deadline catches people.
The gap the election covers
The reason the window is at the letter rather than at the pay is that the risk exists in between. If you die after becoming eligible but before retired pay starts, there is a survivor question, and RCSBP is the mechanism that answers it.
Declining to decide does not remove that gap. It resolves it by default.
A default applies either way
This is the part that distinguishes RCSBP from a form you can simply be late with. If no election is made within the window, an election is deemed to have been made for you.
That means “I did not get around to it” and “I chose that option” produce the same record. There is no state in which the question is left open.
Read the letter the day it arrives
Treat the twenty-year letter as a dated action, not a certificate. Note the date it was issued, confirm your own deadline against it, and involve your spouse in the decision — their concurrence is part of it, and this is a decision about their income, not yours.
Then keep a copy of both the letter and your election. This is a record you may need to produce decades later, when the people who processed it have long since moved on.
What to actually do
The steps this answers for. An explanation that does not return you to an action is just an essay.
